Government Publishes Response to the Anthony Grainger Inquiry

On 3 March 2012, Anthony Grainger was shot dead by a firearms officer of Greater Manchester Police in Culcheth, Cheshire.

The shooting was part of a covert, pre-planned investigation known as ‘Operation Shire’. The Anthony Grainger Inquiry was established by the Home Secretary at the time, Theresa May, in order to ascertain the circumstances surrounding Mr Grainer’s death.

The Inquiry Report was published on 11 July 2019. The Government has now published its Response to the Inquiry Report which states that the Inquiry identified important lessons to be learnt and that the recommendations for policing and the effectiveness and safety of armed policing in particular were welcomed.

The Response comments upon how the National Police Chiefs’ Council, Greater Manchester Police, HM Inspectorate of Constabulary and Fire & Rescue Services, the Home Office and the College of Policing have responded, or how they will respond, to the recommendations.

The Response states that “The scale and complexity of the investigation has been considerable, and the Inquiry demonstrated sensitivity, tact and due regard for Anthony Grainger’s family and partner at every stage of the process.”

Lachlan Nisbet, Partner and Head of Regulatory and Health and Safety at Brabners was appointed as solicitor to the Inquiry by the Chairman, His Honour Judge Teague QC.
