Government announces £340m uplift for community pharmacy alongside rollout of prescribing powers

The Government has announced a £340m uplift to the Community Pharmacy Contract for 2026/27, alongside confirmation that pharmacist independent prescribing will be rolled out as an NHS-funded service from Autumn 2026. 

The reforms form part of a broader shift towards community pharmacy playing a more central clinical role within primary care.

Expansion of clinical services

Under the new contractual framework, appropriately qualified pharmacist independent prescribers will be able to assess patients and prescribe medicines directly on the NHS, building on existing services such as Pharmacy First

The intention is to improve access to care through high street pharmacies, reducing pressure on GP services and enabling patients to receive treatment more quickly and conveniently.

 

Policy direction & sector impact

The announcement reflects a continued move towards delivering more care in community settings, with pharmacies expected to take on an expanded role in managing common conditions and delivering frontline clinical services.

Alongside the funding uplift, the decision to write off historic medicines margin over-delivery removes the risk of repayment of that historic amount and provides a degree of financial certainty as contractors adapt to a more service-led model.

 

Legal & regulatory considerations

From a legal and regulatory perspective, the rollout of prescribing responsibilities raises important considerations for pharmacy owners and teams. As new clinical services are embedded into contractual frameworks, organisations will need to ensure that robust governance arrangements are in place, including clearly defined lines of professional accountability, appropriate indemnity cover and effective workforce training.

Operational considerations will also remain critical, particularly in relation to capacity, delegation, supervision, record-keeping and patient safety as prescribing responsibilities are introduced at scale across the sector.

Looking ahead

While the funding uplift represents a further step forward, sector bodies have indicated that it remains below the level identified in NHS England’s independent economic analysis as necessary to secure the long-term financial sustainability of community pharmacy. As a result, the success of the reforms is likely to depend not only on their policy ambition but on whether they can be delivered in a way that’s both operationally sustainable and legally robust for providers across the sector.
