Zoe is an Associate in our housing and regeneration team.

She handles issues like contentious housing and leasehold management, acting for a range of clients including small housing co-operatives, local authorities and both local and national registered providers.

She advises on matters such as breaches of tenancy or lease, housing disrepair, antisocial behaviour and access injunctions, possession (on various grounds) and forfeiture, along with general housing and leasehold management queries.

Recognised as an ‘Associate to Watch’ by Chambers and Partners 2024, Zoe is commended for being “an approachable person and an extremely proficient solicitor” who “is excellent with witnesses”.

She also won 'NQ Solicitor of the Year' at the 2020 Merseyside Junior Lawyer Awards and has been recognised by The Legal 500 as a ‘key lawyer’.

Prior to pursuing her legal career, Zoe worked in local government and for a registered housing provider. She sits on the Social Housing Law Association (North) Committee.

Based in our Liverpool office, Zoe joined us as a Trainee Solicitor in 2017 and qualified in 2019.

From the very first time [Zoe Conroy] handled one of my ASB cases, she filled me with confidence and I knew that it was in extremely safe hands. Zoe's attention to detail is outstanding and she often comes back to me with suggestions of how to make the case as watertight as you can get it. She is always available to respond to the many queries I have, chases outstanding issues regularly and takes the time to develop a deep understanding of my cases, to the point where I think she knows it just as well as I do (despite her working on other social landlords cases at the same time). She is friendly and approachable and gives me every confidence that we are going to achieve the desired outcome.

Your Housing Limited

Zoe Conroy is the absolute professional. She is thorough and has been exceptional in dealing with any cases of mine. Zoe is so down to earth and approachable and never ever makes you feel silly for not understanding something. She is so kind and supportive with witnesses and some have commented on this to me in the past. Zoe is an absolute asset to the profession.

Cobalt Housing Limited

Zoe specialises in social housing work and has taken responsibility for cases that are very complex... such as an enfranchisement claim and a challenging injunction and committal applications involving issues of capacity and mental health. She is able to identify quickly the essential issues in the case and manages her matters extremely efficiently. We know that when we receive instructions from her, the case will have been thoroughly and thoughtfully prepared. Zoe has developed a good understanding of the social housing sector. She appreciates the pressures under which housing officers work. She is therefore able to build good relationships with clients, goes the extra mile for them and already has a loyal following. Zoe has been instrumental in developing a northern branch of the Social Housing Law Association, which provides a space for lawyers and clients in the social housing sector to share knowledge and experiences.

Barristers, Exchange Chambers

I have worked with Zoe Conroy on several cases... I have found her to be knowledgeable with the ability to explain legal matters in layman’s terms and above all else I have found her to be approachable. Zoe has made herself available outside of normal working hours and she clearly puts 110% effort into each case I present her with. I have witnessed Zoe having discussions with the defendant in a polite, informative and non-judgemental manner [and] how she supports witnesses, providing support from the very start with the offer of showing them around the court building and explaining the court process. Zoe is very deserving of recognition. She is a credit to Brabners and a truly lovely, professional person.
