Paul is a Partner who specialises in non-contentious financial services regulatory work, particularly the FCA (Financial Conduct Authority) regulatory regime.

A regulatory and compliance lawyer and qualified risk management professional, Paul advises clients on the full spectrum of issues across the regulated financial services ecosystem with particular experience in consumer credit, mortgage lending and consumer financial services.

His work ranges from providing strategic and governance advice to Boards and Senior Managers of large financial services firms on governance, compliance and risk management frameworks (as well as regulatory strategy) to technical legal advice on product design, customer journeys and operational processes.

Paul works closely with our corporate defence and compliance team to enhance our offering for clients in the regulated space, ranging from new entrants and authorisations right through to supervision, enforcement and exits.

Paul's clients include multinational financial services groups, large lenders and brokers, consumer retailers, start-ups and SMEs, as well as service providers to the financial services sector.

Having spent approximately half of his career working in-house within large financial services businesses — in both senior legal and operational risk management roles — Paul brings a practical focus to his advice and draws on a multi-specialist approach, spanning legal, risk and compliance. He holds the IOR Certificate in Operational Risk Management and is a qualified Innovation Leader in Financial Services following his completion of the Future Finance Innovation Leadership Programme.

Paul joined us in January 2026 and is primarily based in our Leeds office.
