About the report

Drawing on 25 years of data alongside insights from regeneration leaders, Making Places Work examines how places across the North have changed over time and identifies where genuine, sustained progress has been achieved. 

It's a practical tool for policymakers, developers, investors and communities who want to create places that enable the people who live and work in them to thrive.

The most improved places in the region share common characteristics — and our research has uncovered four key lessons that can spark dialogue about exactly how we can make places work.

Four key lessons

1. Employment & education

Successful regeneration is defined by the creation of long-term job opportunities — not only in communities but for them. This requires a strategic approach to employment, investing in sectors that maximise a place’s existing assets. 
 

2. Health & wellbeing

Regeneration should be rooted in a place’s identity. Prioritising the public realm — from reducing isolation and improving access to green spaces to supporting culture and the arts — is central to improving long-term outcomes. 
 

3. Civic engagement

Strong, consistent civic leadership and a clear, shared long-term vision are essential to driving complex projects through political cycles. Where these foundations exist, trust in public leadership is strengthened and civic participation improves. 
 

4. Inclusive regeneration

A persistent challenge is ensuring that regeneration delivers tangible social value for existing communities. Avoiding displacement and gentrification requires early engagement with local stakeholders and a partnership-led approach from the outset.
